What is the best digital camera, under $300, for low light and movement shots?

I have owned a Canon and the night and movement shots were incredibly noisy. I have heard the Fujifilm may be a good brand to avoid this. Does anyone have any knowledge of that brand?

Also, waterproof would be great.

If you are really on a budget and want the best quality for the money, check out the P&S Panasonic Lumix DMC-FZ28 [with a Leica lense] which has more features than most pro DSLRs that require auxiliary lenses not even equal to the single initial full-range lense that comes with the FZ28. If I get this, can I use it to record normal videos, like of my friend singing and stuff for youtube?


Answer
The camcorder does not care what the subject is. Start recording and point the camera at the subject.

Video and audio quality may not be ideal. Just because the camera is being used to capture something other than sports stuff is not going to have the camera stop working...
