Im planning on filming skaters so a decent but cheap camcorder that i can attach a fisheye lens onto would be ideal.

Problem is that most "cheap" cameras do not have a thread to attach the lens. you will need to find a lens that doesnt need to be attached that way.

most of the main camcorder companies make cameras that you can put one on but the make is going to be your choice and the media format. once you have an idea of the model then search Ebay for a lense, the you will have an idea that people make them for that camera.

Can i edit the video if i copy it a certain way?

Ok. I recorded a movie on an 8cm dvd-r using a camcorder. The company told me to stick it in my dvd drive of my computer, and then click on the dvd-drive icon and click open. Then it said to copy video ts to desktop. Am I able to edit the video in that format using software?

I use NERO 7 ULTRA EDITION. I was never able to do much on my computer without additional software. I know that there are are a couple of different sites that you can get free downloads for burning or editing DVDs. try this site below or just use your search engine for - Free Downloads

How you can download video from a digital camcorder to DVD if you do not have a computer?

My mother-in-law wants a camcorder for her birthday, but she does not have, and does not want a computer. Is there anyplace she can create DVDs using the memory card like you can for photos?

They are two ways around this, one there are companies that you can send your flash drives to and they will put the video onto DVD for you , or you can get a DVD writer that connects to your camera directly, and you can make your own DVD's. Obviously the computer route is the best but, its her choice.
