i want a camera that suffers the least from the rolling shutter effect. i know all cameras under $1,000 do but which one is the least affected. and which are better dslr or camcorders? in that regard i know the canon 60d is pretty bad at the rolling shutter effect but is it better or worse than hd camcorders?

Either the Sony HVR-Z5, HDR-HD1000 or Canon XHA1. All are miniDV tape based and require your computer to connect to the camcorder with a firewire connection - not USB.

But I would also add a good tripod (Bogen Manfrotto), optional high capacity batteries from the camcorder manufacturer, 2 Sennheiser G3 wireless mics with portable base stations, a couple of hand-held mics (Shure SM58 or something from BeyerDynamic), Audio Technica shotgun mic (north of $500), boom, shock mount, cables, cases, zeppelin or "dead cat", lights, camera crane (Kessler), Steadycam vest system, external audio recording system - and we assume that your computer has the connections and horsepower to deal with editing high definition video... but with only one camera it will be a challenge unless you plan to reshoot everything and understand the concept of doing "reverses".

Your $5,000 is not enough - but if that is the limiting factor, you can afford a couple of consumer grade Canon HVR40's along with the "accessories", above.

Which Prosumer Camcorder to get?

I'm saving up money for a decent prosumer/professional camcorder. I understand that the great quality ones are all well over $5,000.

But I've been looking at the Canon GL2 Mini DV and the Panasonic AG-DVC20 and want to know which ones better. I'm planning on making Indie Films and submitting them into Film Festivals.

Any other camcorder under $2000 that you recommend would be great too!

For under 2k you have plenty of other options that are much better than the two you mentioned.

For your price range, I would seriously look into buying a Panasonic DVX100 or Canon XL2. These are two of the best DV cameras out there. While some sites will make it seem like these cameras are out of your price range, there are plenty of legitimate places to find them used, in great condition with low usage. You can probably even find a new DVX for your price. I think even if you buy one used, you will be much happier with it than, say, a GL2. Those cameras have been on the market for ages and are no longer worth the retail price they're sold for.

Recording at a slow frame rate won't provide you with very good slow motion playback. You want to record at a high frame rate...

For example, some Sony camcorders have a "SmoothSlowRecord" feature that allows fast frame rate capture (120 fps) for a 3 second burst. When played back at NTSC standard 30 fps, the playback takes 12 seconds (or 25% of the original speed). The Casio Exilim line has longer high frame rate capture.

If you just use the camcorder's 30 fps capture and have the video editor slow the playback, when you get to about 15 fps (or 50% of the original speed) is when the video starts being a bit jerky...

Photron and Vision Research (and others) make high speed cameras that can do 300 fps, 1,000 fps and even 3,000 fps or higher - they are expensive.

I want it to be under $400.
I need to be able to connect it to my computer so that I can edit the content.
I also want my final product to be stored on a dvd.

Sony HDR-CX190 High Definition Handycam 5.3 MP Camcorder with 25x Optical Zoom (2012 Model) has been a great HD camcorder so far. It is very small and lightweight, to say the least. I think the 70 series battery I bought for this unit weighs almost as much as the camera. The controls are good with the little screen joystick and menus. The color is very good on the screen, and the video is sharp. I like the 30x for videoing my stepsons' wrestling matches.

Sony HDR-FX7, HDR-FX1000.

Both are miniDV tape based and assume your computer has a firewire port because that is the only way the video will get from the digital tape and into the camcorder in best, high definition, video format.

Don't spend all your money on the camcorder.

steadying devices (shoulder mount, vest stabilizer system, etc.)
cases, cables
optional high capacity batteries from the camcorder manufacturer...

If your computer can't handle firewire, then look at the JVC GY-HM100.
