Answer
If you want bling, get a Hasselblad. (but it's good bling)

If you're shopping Walmart and Target, then you must not be looking at DSLR's or other serious cameras. They have a couple, but no lense support and very little helpful knowledge from the majority of the staff there.

There's not one BEST brand, as cameras take so many forms and cover such a wide range.

Do you want a pocketsize camera in pink?
Do you want a camera with 15x zoom?
Are you looking at image stabilization?
Is there a camera bag with classic SLR lenses in your house?
Are you planning to take sports or action shots?
Do you want a camera that's extra simple to operate?
Are you going to experiment with manual settings?
Is the ability to take video clips important?
Will being waterproof and shockproof make a difference?

These are all serious questions and would give you different camera brands as answers. The best brand camera is the one YOU are most comfortable holding in your hands to take the kinds of pictures you want.

I just bought a Kodak Easyshare 7.1 MP camera at Radioshack, but they also sell them at Walmart, Best Buy, Target, Office Max and Office Depot. The 6.1 MP is cheaper, so that would probably be best for a teen. I love my camera, it has so many awesome features, and it is extremely easy to use (so easy, you don't even need the manual they include). Even if you're not tech savvy, you won't have any problem with it. I paid $130 for mine, which is an excellent price for something of this quality, and the best part is it comes with a charger! No matter what camera you buy, make sure it runs on a RECHARGEABLE batter, because buying disposables is gonna cost you more in the long run. I just can't get over how awesome this camera is! It's really tiny, and you can also record video (but they come out in quicktime format, however, you can easily convert it). The pics come out crystal clear, and 7 megapixels means HUGE PICS! There are black/white & sepia filters, and also several different modes for taking pictures. I used the sport mode while I was riding on the train, and the pictures still came out absolutely perfect! I had a hard time finding it in the store, everywhere I called was nearly sold out! I understand why though, this is an awesome camera~!
