how do i know which camcorder has good image quality?
Q. how is the image quality measured? what should i look out for in the specifications to judge if the image quality is good on a particular camcorder (dv or mini dv types)

One word: 3 Chip. It means instead of combining color (which regular camcorders do), you combine light, giving the video a better picture. You would want to judge the pixels. Check out your local camera store for more info.
